In a recent study by CSSN scholars, the prolonged journey towards establishing a financing mechanism for loss and damage associated with climate change, initiated by Vanuatu’s 1991 proposal, is examined. Through analysis of primary and secondary sources, negotiation observations, and key informant interviews, the research identifies fourteen tactics employed by countries to impede progress, shedding light on obstructionism within climate governance and aiding advocates in addressing such challenges.
